Elias is a Head and Chief librarian at the University of Dar es Salaam-Mbeya College of Health and Allied Sciences. He has also served as a Better Evidence Champion since 2020. Elias graduated from the University of Dar es Salaam with an M.A. in Information Studies, an M.A. in Development, and a B.A. in Geography and Environmental Studies. He has a special interest in the environment, information technology, e-resources, Artificial Intelligence, research and projects.
